The management of civil protection must be structured. First it is necessary to identify from within society those agencies or individuals who need to be part of an emergency network. Ways must be found to connect them and train them. We start by getting the overall picture; by asking a lot of questions. From there we can begin adapting guidelines until the structure of a new or revised emergency preparedness and response system starts to develop.
